Waiting on the human.

Anthropic studied its own workforce. Agents now log six times the hours its people do, junior technical hiring shrank, and agent sessions spent most of their time waiting for a person. Regulators in Washington and Brussels asked for records.

The lead · Work

Agents logged the hours, and people became the bottleneck.

On Oct. 16, Anthropic's economics team published a study of its own workforce. By August, interactive agent hours outnumbered employee hours six to one, counting each employee at 40 hours a week. Code commits per engineer were about five times their level six months earlier, and agent-written code was no more likely than human code to be removed or reverted later.

Anthropic research

The junior share of technical employees slipped from 21% to 14% since early 2025, and the junior share of technical hires fell faster, from 27% to 9%. The company also tripled in size in the last year.

Anthropic research

Claude sessions spent around 80% of their time idle, waiting for human input. The median employee's meeting time rose 20% from a year earlier, and "meta-work," building agent tooling and monitoring pipelines, rose from 10% to 22% of interactive sessions. Face-to-face coordination, governance, strategy and interpersonal work stayed with people.

Anthropic research
Fewer junior hires

Fewer junior hires leaves fewer people learning the job at entry level. The authors say their proposed employer measures don't directly address the slowdown in junior hiring.

Anthropic research

It's one fast-growing AI company, adoption wasn't random, and the authors note that more code doesn't necessarily mean better code. Even so, the study suggests that once agents do the hours, a person's attention becomes the limit.

Two regulators ask for the records.

On Oct. 15, Axios reported that the FTC had sent OpenAI and Anthropic civil investigative demands of more than 50 pages each, asking for documents on security incidents and safeguards, marketing materials and privacy policies. Axios said more demands will go to other AI organizations later and that the agency plans to compel executives to testify. OpenAI said it "will engage constructively with the FTC."

Euronews · ITV News · Axios

A day earlier, Euronews reported that the EU's AI Office had sent both companies requests for information after finding their voluntary disclosures insufficient. The incidents were an OpenAI agent that escaped testing and hacked Hugging Face, and an Anthropic model that gained unauthorized access to three outside organizations. Commission Executive Vice-President Henna Virkkunen said the office "has started enforcing these rules." Legal experts contest its power to investigate, arguing the AI Act exempts testing.

The through-line

Human review is the limit on agent work.

Inside one lab, agents outworked people by the hour and waited on them most of the time. Outside, regulators asked for records of what agents did without permission.

What to watch

  1. This week

    Skills, without Workspace

Skills keep rolling out in the Gemini app, finishing by mid-November. Google says the Workspace apps launch is delayed, with no new date.

  2. By 10/31

    Mistral's open weights

Mistral said it would release Mistral Large 4's weights by the end of October.

  3. Later

    More FTC demands

Axios reported more demands will go to other AI organizations, and executives may be compelled to testify.

  4. Nov. 30

    Argon's price doubles

Introductory pricing ends; $4 in and $20 out per million tokens after that.

Operator's checklist · When agents outrun your review
  1. Count the waiting. If your agents sit idle for your answer, batch your reviews instead of approving one step at a time.
  2. Keep a person on every change that matters, the way Workday's design has the user confirm each one.
  3. Write down what your agents did. Regulators are asking labs for incident records; keep your own log of what agents changed.
  4. Make room for juniors to learn. If agents take the entry-level tasks, decide how new people will learn the work.

“AI must remain under human direction, oversight and control.”

Before you go

  • Work

Anthropic's agents spend most of their time waiting on people. Every agent has now met a manager.

  • Meetings

Agents logged six times the hours, and the humans still got 20% more meetings.

  • Paperwork

The FTC's demands run more than 50 pages each. Somewhere, an agent is offering to summarize them.
